China has urged the international community to strengthen the governance of emerging technologies, warning that artificial intelligence, unmanned aerial vehicles, and digital platforms are increasingly being used by terrorist organizations for recruitment, financing, and the planning of attacks.
Emerging Technologies Are Becoming Tools for Terrorist Groups
Sun Lei, Chargé d’Affaires of China’s Permanent Mission to the United Nations, said that while rapid technological development creates new opportunities, it also presents growing challenges to global security. According to him, extremist organizations are actively exploiting the internet, AI systems, and drones to spread radical ideology, coordinate activities, and carry out terrorist operations.
China called on the international community to improve risk assessment mechanisms, develop unified regulatory standards for emerging technologies, and prevent terrorist, separatist, and extremist groups from taking advantage of these innovations.
Beijing Calls for Greater International Cooperation
China also emphasized the need to provide greater support to developing countries through technology transfer, professional training, and enhanced intelligence sharing in order to strengthen their counterterrorism capabilities.
In addition, Beijing urged the international community to intensify counterterrorism efforts in Syria, Afghanistan, and the Sahel region, stressing the importance of coordinated action within the frameworks of the United Nations, the Shanghai Cooperation Organization (SCO), and BRICS. According to China, only broad international cooperation—based on respect for national sovereignty and the depoliticization of security issues—will enable the global community to effectively combat terrorism in the era of rapidly advancing technologies.
