Pentagon Builds a New Drone Supply Chain as U.S. Struggles to Match Ukraine’s Production Scale

The United States remains years away from matching Ukraine’s wartime production of FPV drones, according to a senior Pentagon official. Washington is now trying to close the gap by building a fully domestic supply chain and transferring Ukrainian manufacturing expertise to American factories.

Modern wars are no longer decided solely on the battlefield. Increasingly, they are also decided on the factory floor and across the supply chains that keep production moving.

Ukraine has demonstrated how civilian electronics, small engineering teams, decentralized manufacturing, and rapid battlefield feedback can be transformed into one of the world’s largest drone-production systems.

The Pentagon is now studying that model closely.

A senior U.S. defense official has acknowledged that American industry remains in the earliest and most difficult stage of building a large-scale FPV drone sector. Even with more than a billion dollars in planned spending, U.S. production represents only a small fraction of Ukraine’s wartime output.

Washington’s objective, however, is not simply to manufacture more drones. The Pentagon is attempting to create a secure, scalable, and ultimately fully domestic supply chain that does not depend on Chinese components.

Ukraine Sets the Global Production Pace

According to Travis Metcalf, deputy director and chief operating officer of the Defense Innovation Unit, Ukraine is expected to produce between 6 million and 7 million small FPV strike drones this year.

That equals approximately 500,000 drones per month.

By comparison, the Pentagon’s $1.1 billion drone initiative is expected to order slightly fewer than 200,000 units by February.

The difference illustrates how far Ukraine’s wartime manufacturing model has advanced. Its drone industry is built around rapid design changes, short development cycles, distributed production networks, and the ability to modify equipment based on immediate battlefield experience.

The United States is pursuing a different and more centralized industrial strategy.

Metcalf said building production capacity from zero to 200,000 units is significantly more difficult than expanding output once a large domestic manufacturing base already exists.

For the Pentagon, the first challenge is therefore not reaching Ukrainian-scale production immediately. It is creating the industrial infrastructure that could eventually support millions of domestically produced drones.

The Priority Is a Fully American Supply Chain

The most significant part of the Pentagon’s strategy is not the number of drones being assembled, but the origin of the components inside them.

In an updated supply-chain framework released on July 23, the Department of Defense made its long-term objective increasingly explicit: the creation of a fully domestic supply chain for small unmanned aircraft systems.

That means reducing reliance not only on complete Chinese-made drones, but also on Chinese motors, batteries, flight controllers, communications equipment, and other components that have long dominated the commercial FPV market.

During the upcoming Gauntlet II testing program at Fort Carson, Colorado, none of the drones submitted by the 19 participating companies may contain prohibited components such as Chinese-made brushless motors or battery packs.

The requirement is stricter than the standard applied during the first phase of the program.

Metcalf acknowledged that compliance is becoming increasingly difficult. He suggested that the majority of drones acquired during earlier stages of the initiative were probably equipped with motors manufactured in China.

Replacing those components will require the development of new American suppliers, manufacturing facilities, quality-control systems, and logistics networks.

Semiconductors Remain the Weakest Link

Even as the United States expands domestic drone assembly, several critical components remain difficult to source.

Semiconductors and other advanced electronic parts are among the largest constraints facing the American defense-industrial base.

According to Metcalf, these shortages extend far beyond the drone program. They reflect a broader structural challenge affecting U.S. defense manufacturing and other strategically important technology sectors.

Producing an FPV drone domestically does not simply require an American final-assembly plant. It requires reliable access to processors, sensors, communications modules, batteries, electric motors, optical systems, and raw materials.

Many of these products are still manufactured within highly concentrated global supply chains.

As a result, the Pentagon increasingly views drone production as part of a much larger effort to rebuild strategic manufacturing capacity inside the United States.

Ukrainian Drone Expertise Moves to the United States

Washington is also attempting to bring Ukrainian engineering and wartime manufacturing knowledge directly into the American industrial base.

All six Ukrainian companies invited to participate in the next stage of the Gauntlet II competition must localize production in the United States to qualify for future Pentagon orders.

The policy is designed to transfer combat-proven technology, engineering expertise, and production methods into American factories rather than relying on long-term imports of finished drones.

Several partnerships have already been announced.

Ukrainian drone manufacturer F-Drones has entered into a partnership with Ohio-based Ukrainian Defense Drones, which has opened a facility near Toledo.

Another Ukrainian producer, General Cherry, has reached an agreement to establish a joint venture with New Hampshire-based Wilcox Industries.

These partnerships could serve as a model for a wider transfer of Ukrainian drone technology into U.S. defense-manufacturing clusters.

What It Means for U.S. Supply Chains

The expansion of domestic FPV drone production is becoming part of a broader reindustrialization effort within the U.S. defense sector.

As production is localized, demand is expected to increase across multiple industries, including:

  • semiconductors and microelectronics;
  • electric motors and battery systems;
  • composite materials and lightweight structures;
  • contract electronics manufacturing;
  • optical and communications systems;
  • specialized warehousing and secure transportation;
  • domestic suppliers of critical raw materials and components.

For transportation and logistics companies, the development of this industrial base could create new domestic freight corridors between component manufacturers, assembly plants, military testing facilities, and distribution centers.

It may also increase demand for secure freight services, high-value electronics transportation, temperature-controlled battery logistics, inventory visibility, and strict component traceability.

Under the Pentagon’s emerging model, knowing where every part was manufactured may become as important as knowing when it will arrive.

Why It Matters

What began as an effort to accelerate military drone procurement is evolving into a much larger industrial and supply-chain transformation.

The Pentagon increasingly treats supply-chain resilience as a strategic weapon and dependence on foreign components as a national-security vulnerability.

Ukraine’s experience has shown that production speed, adaptability, and scale can be just as important as the technical performance of an individual weapon system.

The United States is now attempting to convert that lesson into its own industrial model—one built around localized manufacturing, American suppliers, secure logistics networks, and a fully domestic value chain.

For the logistics sector, this signals the emergence of a new generation of defense supply chains in which cost and delivery time remain important, but component origin, traceability, production security, and industrial sovereignty are becoming equally decisive.
