Mandatory Transition Delayed for Another Year
Kazakhstan has postponed mandatory use of its unified transport document management system until June 1, 2027.
The amendments were approved by an order signed by the acting transport minister on July 23, 2026. The document changes selected provisions of the country’s road transport regulations.
The order will enter into force on the day following its first official publication.
The decision does not abolish or completely deactivate the information platform. It temporarily suspends requirements obliging transport market participants to register specified documents through the unified system.
Which Documents Are Affected
The Unified Transport Document Management System is designed to register, record, process and store documents associated with road transport operations.
It is also intended to transfer structured transport information to authorised government agencies, carriers, shippers and other participants in the freight process.
An earlier suspension covered the mandatory registration of paper consignment notes and waybills for freight vehicles with a technically permissible maximum weight exceeding 3.5 tonnes.
The latest order moves the application date for the relevant requirements to June 2027.
The underlying consignment notes, waybills and other mandatory documents have not been abolished. Carriers must continue preparing and retaining them in accordance with existing regulations. The suspension concerns mandatory registration through the unified digital platform.
What the Decision Means for Carriers
The extension reduces the immediate administrative burden on road transport companies.
Carriers will not have to urgently rebuild their internal document processes, install new software or arrange the mandatory transmission of all required information through the state platform.
Companies can continue using their existing paper-based and corporate electronic processes until the postponed requirements take effect.
The decision is particularly important for smaller operators that may not have their own information platforms, integration specialists or technical tools for automatically transferring documents to government agencies.
The suspension does not remove other obligations under transport, tax or customs legislation. Documents must still be completed correctly and made available during inspections.
Why the System Has Been Delayed Again
The announcement concerning the July 23 order does not provide a specific reason for the latest extension.
Kazakhstan’s Transport Ministry previously said a similar suspension was intended to create more favourable conditions for market participants and allow additional technical improvements to the platform.
The extension until June 2027 indicates that system preparation, integration with corporate platforms and carrier adaptation require more time.
A full launch requires reliable information exchange with government and private databases, support for digital signatures and compatibility with software already used by transport companies.
Authorities must also establish procedures for technical failures, poor network coverage or situations in which a document cannot be registered during a journey.
Transport Digitalisation Will Continue
The postponement does not mean that Kazakhstan is abandoning the digital transformation of road freight.
The country continues introducing electronic services, automated transport control and data-exchange technologies. K2Cargo.News previously reported that Russia and Kazakhstan completed their first international driverless freight journey over a route of approximately 3,000 kilometres.
In the longer term, the unified document system is expected to reduce repeated data entry, simplify inspections and improve the transparency of cargo movements.
Before June 1, 2027, the government and transport industry will need to prepare the platform for mandatory use and ensure that digital documentation does not create additional delays or costs for carriers.
