Kazakhstan Is Building a New Route to the Caspian
Kazakh President Kassym-Jomart Tokayev has initiated a major programme to develop highways across the country’s southwest.
The projects cover the Beineu–Sekseul, Kyzylorda–Sekseul and Ulgaisyn–Sekseul directions. Together, they are intended to create a more direct land connection between routes originating at the Chinese border and the Caspian ports of Aktau and Kuryk.
The programme forms part of Kazakhstan’s strategy to strengthen the Middle Corridor and establish the country as a major transit hub between China, Central Asia, the Caucasus and Europe. Tokayev previously said that the Beineu–Sekseul road should shorten the route to the Caspian by approximately 900 kilometres.
The 800-Kilometre Figure Requires Clarification
Reports about the programme describe the new highway package as approximately 800 kilometres long. That figure should not be interpreted as the precise combined length of all three projects.
The Kyzylorda–Sekseul section is officially estimated at approximately 462 kilometres, while Ulgaisyn–Sekseul covers around 312 kilometres. Together, they amount to about 774 kilometres, which may be rounded to 800 kilometres.
The separate Beineu–Sekseul project is listed at approximately 559 kilometres in current Ministry of Transport material. The three directions therefore represent a combined programme exceeding 1,300 kilometres.
Some long-term planning documents use a broader 800-kilometre definition for the Beineu–Sekseul corridor, creating inconsistencies between publicly available figures.
Sekseul Will Become a Strategic Junction
Sekseul is located in the Kyzylorda Region and already serves as an important railway junction.
The highway projects are intended to turn it into a meeting point for several road corridors. The route from Kyzylorda will connect it with the Western Europe–Western China corridor. Ulgaisyn will provide access toward Aktobe, while the western road through Beineu will create a direct link to the Mangystau Region and the Caspian Sea.
This configuration will allow carriers to select onward routes according to cargo destination: Aktau and Kuryk ports, the Turkmen border, western Kazakhstan, Russia or the Caucasus.
The Route to Aktau and Kuryk Will Be 900 Kilometres Shorter
Some freight moving between central and western Kazakhstan currently follows a lengthy route through the Aktobe area.
The direct Beineu–Sekseul highway is designed to remove that detour. Kazakh authorities estimate that it will shorten the western part of the Middle Corridor by more than 900 kilometres and create direct access to Aktau and Kuryk.
For road carriers, a shorter distance means lower fuel consumption, reduced vehicle mileage, lower driver costs and a faster return of trucks to revenue-generating operations.
Actual savings will nevertheless depend on road quality, permitted speeds, secure parking, weight controls, border procedures and the capacity of Caspian terminals.
Freight Volumes Are Targeted to Rise 2.5 Times
Once the roads are completed, freight traffic along the southwestern corridor is expected to increase approximately 2.5 times to 13.2 million tons annually.
This should be treated as a target capacity rather than a guaranteed cargo volume immediately following the opening.
Delivering that growth will require enough trucks, drivers, ferries and vessels, together with reliable ports, competitive tariffs and coordinated customs procedures involving Kazakhstan, Azerbaijan, Georgia and other Middle Corridor participants.
Kazakhstan’s overall transit market is already expanding. Transit freight reached 36.9 million tons in 2025, an increase of 6.6% from the previous year.
Three Days Does Not Mean the Entire China–Europe Journey
Claims that the new roads will reduce delivery from China to Europe to three days require an important qualification.
A complete shipment from China to a European destination through Kazakhstan, the Caspian Sea, Azerbaijan and Georgia cannot be completed in three days. Current Middle Corridor transit generally requires around 13–17 days, while different China–Europe railway services take approximately 12–20 days.
The three-day figure most likely refers to the Kazakh road leg between the Chinese border and the Caspian ports under favourable operating conditions.
It is therefore more accurate to say that the roads could reduce transit across Kazakhstan to several days, rather than reduce the complete China–Europe supply chain to three days.
Road Carriers Will Gain a New Transit Option
International trucking companies will experience the most direct impact.
The highways will support through services from Chinese border crossings such as Nur Zholy, Dostyk, Kolzhat, Bakhty and Maikapchagai toward the Caspian Sea. Kazakhstan is modernising these facilities, implementing electronic queues and expanding their ability to process commercial vehicles.
Carriers will be able to reduce empty mileage and choose between several onward directions. Containers and trailers could be delivered to Aktau or Kuryk for shipment across the Caspian or continue overland toward Turkmenistan and Iran.
Reliable operations will require secure truck parks, fuel stations, repair facilities, food services, telecommunications and safe rest areas for drivers.
Aktau and Kuryk Must Be Ready for Additional Cargo
A shorter road leg does not automatically guarantee faster end-to-end delivery.
If trucks reach Aktau and Kuryk sooner but wait several days for a ferry, the time saved on the highway will disappear. Road investment must therefore be accompanied by port expansion, more predictable vessel schedules and faster cargo handling.
K2Cargo News previously reported that AD Ports confirmed its strategic interest in Kazakhstan. Discussions covered Caspian shipping, grain and multipurpose terminals, and the development of infrastructure at Aktau and Kuryk.
Handling 13.2 million tons will require additional truck holding areas, weighbridges, customs facilities, warehouses, cargo-handling equipment and digital queue-management systems.
The Highways Will Strengthen Multimodal Logistics
The corridor is relevant to more than conventional long-haul trucking.
It will support containers, trailers and swap bodies that can be transferred to ferries, railway wagons or other trucks.
Sekseul could become a suitable location for a dry port or inland distribution terminal. Cargo from the Kyzylorda and Aktobe regions could be consolidated there alongside transit shipments arriving from China.
Warehousing along the corridor would make it possible to assemble full truckloads and container consignments, reduce empty movements and divide large shipments for delivery to different regional destinations.
Kyzylorda–Sekseul Is Part of an International Corridor
The Kyzylorda–Sekseul project involves reconstruction of approximately 462 kilometres and an upgrade to a higher technical road category.
Plans include bypasses around settlements, straighter sections, renewed engineering infrastructure and modern road-safety systems.
KazAvtoZhol has signed a memorandum with the Islamic Development Bank regarding potential participation in the project. The road forms part of the Western Europe–Western China direction and is intended to increase capacity between Kyzylorda and western Kazakhstan.
Beineu–Sekseul Will Require International Financing
Kazakhstan is considering financing the Beineu–Sekseul project with support from international financial institutions.
The country previously approved preparations involving the European Bank for Reconstruction and Development, the International Bank for Reconstruction and Development and other institutions. The project’s feasibility study has received a positive state review.
Multiple lenders can distribute the financial burden but will also require coordination of environmental, procurement and technical standards.
Construction across sparsely populated steppe and desert territory will require temporary bases and long-distance supplies of water, aggregates, fuel and heavy equipment.
Existing Routes Could Experience Less Pressure
The new road may divert part of the traffic currently travelling through Aktobe.
This is particularly relevant to heavy trucks carrying containers, metals, machinery, grain, petroleum products, construction materials and industrial commodities.
A more even distribution of vehicles would reduce pressure on individual road sections and help separate regional traffic from international transit.
The new corridor will nevertheless require effective axle-load enforcement. If heavy-truck volumes increase 2.5 times without adequate controls, the pavement could deteriorate much earlier than designed.
Warehousing and Roadside Services Will Gain Demand
The transit route will create commercial opportunities for Sekseul, Beineu and other settlements.
Warehouses, secure truck parks, repair facilities, driver accommodation, food services, fuel stations and customs-support businesses could emerge along the highway.
Storage facilities for containers, grain, construction materials and cargo awaiting shipment through Caspian ports may become particularly relevant.
Developers will need to account for extreme heat, strong winds, sand and long distances between settlements. Facilities will require reliable ventilation, backup power, water reserves and protection for machinery and cargo.
Environmental Conditions Will Require Careful Management
Parts of the corridor cross environmentally sensitive desert areas in the Kyzylorda and Mangystau regions.
Kazakhstan is conducting a large-scale saxaul planting programme across the dried bed of the Aral Sea. The trees help stabilise sand and salt and reduce the spread of dust storms. Highway development will have to be coordinated with restoration work.
Designers will also need to consider shifting sand, wildlife movement, drainage structures and protection against road blockages.
Environmental resilience is also an operational issue. An inadequately protected road could face repeated closures and high maintenance costs during sandstorms.
The Middle Corridor Will Gain a Stronger Road Component
The Middle Corridor is often described primarily as a rail-and-maritime network. Road transport can nevertheless play an important role where flexibility is required or regular railway services are unavailable.
Trucks can move smaller consignments, urgent cargo, components, food products and e-commerce shipments without waiting for a complete train.
The highways will also provide a backup option when rail services face delays. Road freight will not replace rail for large bulk volumes, but it can complement it.
The European Union and Kazakhstan are strengthening cooperation on the Trans-Caspian corridor, including infrastructure, digitalisation, customs coordination and private investment.
The Result Depends on the Entire Supply Chain
The highways can substantially shorten the distance between the Chinese border and the Caspian Sea, but the corridor’s competitiveness will depend on more than road construction.
Border crossings, carriers, ports, ferries, customs authorities and terminals across the South Caucasus must operate as a coordinated system.
If Kazakhstan can provide end-to-end digital cargo visibility, predictable tariffs and regular Caspian services, the new roads could become an important trucking component of the Middle Corridor.
The 13.2-million-ton target will be achievable only if highway investment is matched by additional port and warehousing capacity.
The roads will not reduce the complete China–Europe delivery chain to three days. They could, however, reduce transit across Kazakhstan to several days, eliminate a 900-kilometre detour and bring China significantly closer to the Caspian in logistical terms.
