China is revising its existing administrative regulations ahead of the entry into force of the new Environmental and Natural Resources Protection Code. Premier Li Qiang has signed a State Council order aimed at bringing the country’s existing legal framework into line with the requirements of the new code.
As part of the reform, authorities will review 12 regulations governing various aspects of environmental oversight. These include provisions concerning the national pollution source census and environmental monitoring. Three additional administrative measures will be repealed because their provisions are no longer consistent with the updated regulatory framework.
The changes are intended to establish a unified and coherent legal framework for environmental protection and ensure that environmental requirements are implemented more consistently.
The Environmental and Natural Resources Protection Code was adopted by China’s top legislature in March. The document contains 1,242 articles organized into five chapters covering areas including pollution control, ecosystem protection, environmental governance, and the transition toward green and low-carbon development.
The new code also reinforces China’s long-term environmental priorities and is aligned with the country’s climate goals of reaching peak carbon dioxide emissions before 2030 and achieving carbon neutrality by 2060.
