China Proposes New Law to Combat AI-Driven Cyberbullying

China’s Cyberspace Administration has released a draft law designed to curb cyberbullying and the misuse of artificial intelligence technologies. The proposed rules are expected to become a key element of Beijing’s broader strategy to tighten regulation of the country’s digital environment.

Under the draft legislation, the law would apply not only to cases of online harassment occurring within China but also to foreign organizations and individuals whose activities are considered to target the country.

One of the key provisions requires online platforms to verify users’ identities before allowing them to publish content or use messaging services. Platforms would also be required to detect AI-generated or AI-distributed content that could facilitate cyberbullying, promptly remove and block such material, and report relevant cases to government authorities.

In addition, Chinese schools would be required to incorporate cyberbullying prevention and online safety education into their curricula.

Internet platforms that violate the proposed regulations could face fines of up to 10 million yuan (approximately US$1.5 million), as well as the suspension of websites or applications and even the revocation of their operating licenses.

The public consultation on the draft law will remain open until August 28, after which Chinese authorities are expected to review the feedback before making a final decision on its adoption.
