Border Agency Chiefs Meet in Chișinău
Acting Head of Ukraine’s State Border Guard Service, Major General Valerii Vavryniuk, has met with the heads of the border authorities of Moldova, Lithuania and Latvia in Chișinău.
The talks took place on July 22, 2026. Participants discussed closer cooperation in protecting national borders and responding to threats affecting several countries across the region.
The main areas covered risk analysis, combating cross-border crime, personnel training, the use of information technologies and the introduction of modern security tools.
The delegations also focused on sharing practical experience. Closer coordination could help border authorities identify illegal movements of goods and people, improve checks at crossing points and respond more effectively to emerging threats.
Delegations Hold Talks with Moldovan Authorities
During the visit, the delegations held working meetings with Moldova’s interior minister and the leadership of the General Inspectorate of Border Police.
The participants discussed border-control procedures, staff training and the use of modern technical solutions. Representatives of the four countries also exchanged experience in protecting national borders amid growing cross-border risks.
For Ukraine and Moldova, this cooperation has both security and transport implications. Their common border handles passenger and freight flows connecting Ukraine with Moldova, Romania and other European Union markets.
The performance of border agencies directly affects crossing capacity, inspection times and the reliability of international logistics routes.
Four Countries Sign a Joint Declaration
Following the meeting, the heads of the four border authorities signed a Joint Declaration on cooperation and support for the integration of Ukraine and the Republic of Moldova into the European Union.
The document calls for stronger cooperation in border security and establishes common approaches to implementing European standards for integrated state-border management.
It also confirms the intention to continue exchanging information, expertise and practical solutions. Lithuania and Latvia can support Ukraine and Moldova as they adapt their border procedures to EU requirements.
The process is not limited to tighter controls. The European approach to integrated border management combines security with the efficient movement of passengers and legitimate cargo flows.
Moldova is also aligning other parts of its transport system with European requirements. K2Cargo.News previously reported that the country plans to align its truck transport rules with EU standards.
Ukraine Is Upgrading Crossings with Moldova
The agreement between the border agencies complements infrastructure projects currently being implemented along the Ukrainian-Moldovan border.
In June, Ukraine completed modernization works at the Starokozache–Tudora, Dolynske–Cișmichioi, Lisne–Seița and Maloiaroslavets 1–Ceadîr-Lunga crossing points.
The projects included upgrades to engineering systems, staff facilities, lighting, fencing and traffic-management equipment. A new parking area near the Reni–Giurgiulești crossing was also built with spaces for 46 trucks and 13 passenger vehicles.
The upgrade of four border crossings with Moldova is intended to increase capacity and improve conditions for international transport.
Combining improved infrastructure with closer cooperation between border authorities could support better inspection coordination and increase the security of cross-border routes.
Yampil–Cosăuți Bridge Is Around One-Third Complete
Construction of a new border bridge across the Dniester River is continuing between Yampil in Ukraine’s Vinnytsia region and the Moldovan village of Cosăuți.
As of mid-July 2026, approximately one-third of the planned work had been completed. Construction is scheduled to finish in October or November 2026.
A new Yampil–Cosăuți international border crossing is expected to open together with the bridge. Once operational, the route between Vinnytsia and the Moldovan city of Soroca will be shortened by approximately 28 kilometres.
The new connection is expected to improve road links between the two countries, expand freight transport capacity and connect Ukraine’s road network more closely with the European TEN-T system.
The infrastructure project and the joint declaration show that Ukraine and Moldova are working simultaneously to expand physical border connections and adopt common European border-management principles.
