China has taken a significant step toward shaping a new global framework for artificial intelligence governance. Representatives from 29 countries signed an agreement in Shanghai to establish the World Artificial Intelligence Cooperation Organization (WAICO), which will be headquartered in China.
The agreement was signed on behalf of the Chinese government by Foreign Minister Wang Yi. The new intergovernmental organization will operate in accordance with the principles of the United Nations Charter and will focus on promoting international cooperation, developing common approaches to AI regulation, and ensuring the safe, fair, and human-centered use of artificial intelligence.
One of WAICO’s key objectives is to reduce the technological gap between countries and support nations in the Global South that face greater challenges in accessing advanced technologies. Beijing maintains that AI should benefit all of humanity rather than become a tool of technological rivalry.
The creation of the new organization could mark an important milestone in establishing international rules for the development and application of artificial intelligence, as the industry continues to expand rapidly and global competition in advanced technologies intensifies.
