What the EEC Plans to Change
On August 11, 2026, the Board of the Eurasian Economic Commission approved a plan to improve EAEU legislation governing electronic passports. The initiative covers electronic passports for vehicles and chassis, as well as self-propelled machinery and other types of equipment, according to the EEC.
The document was prepared following an assessment of information exchange between the system administrator and national electronic passport operators. Proposals submitted by the competent authorities of EAEU member states were also considered.
Registries and Customs Data to Be Harmonized
According to EEC Minister in Charge of Technical Regulation Alexander Subbotin, the plan calls for improvements to registries and electronic conformity-assessment documents.
The EEC intends to harmonize information contained in electronic passports with data from conformity-assessment documents. The plan also addresses the transmission of customs information between the organizations involved in the system.
These measures are expected to resolve difficulties in electronic passport data exchange identified during the monitoring process.
The Plan Remains a Framework
At this stage, the EEC has identified only the EAEU regulations that will require amendments. The detailed content of the changes will be developed later in cooperation with the competent authorities of the member states.
The August 11 decision therefore does not introduce new requirements immediately. It establishes a framework for further regulatory work, which is scheduled to be completed by the second quarter of 2027.
