Austria Commits €19.5 Billion to Rail Infrastructure Through 2032

Austria continues to reinforce its position as one of Europe’s leading investors in railway infrastructure. In mid-June 2026, the federal government approved the new ÖBB Framework Plan for 2027–2032, which provides around €19.5 billion for the expansion and modernization of the national rail network.

In addition to infrastructure investments, another €5 billion has been earmarked for maintenance activities, including repairs, inspections, and renewal works. As a result, total spending on Austria’s railway sector will exceed €24 billion over the six-year period.

The new plan maintains investment levels comparable to previous programs. The 2023–2028 framework allocated €19 billion, while the 2025–2030 plan provided €19.7 billion. Despite ongoing budget consolidation efforts, Austria has chosen to preserve large-scale funding for rail transport.

Brenner Tunnel and Digitalization Remain Key Priorities

According to the Ministry for Mobility, annual investment in network expansion will average around €3 billion per year. Transport Minister Peter Hanke described this level of spending as significant, particularly given the current fiscal environment.

Federal Chancellor Christian Stocker emphasized that the framework plan demonstrates the government’s long-term commitment to strengthening rail transport as a cornerstone of sustainable mobility.

The plan aims to increase both passenger and freight traffic, improve service reliability, and accelerate the digital transformation of railway operations. Particular attention will be given to advanced traffic management systems, including ERTMS and ETCS technologies.

One of the most important infrastructure projects remains the Brenner Base Tunnel, one of Europe’s largest rail developments. The framework plan confirms the target of completing the Austrian northern access route, the Brenner Nordzulauf, by 2039, in line with the overall project schedule.

The Austrian government also continues negotiations with Germany to ensure coordinated development of cross-border infrastructure. This remains a key issue due to differing implementation timelines on each side of the border.

Another major project is the Semmering Base Tunnel, which remains on schedule for commissioning in 2029 as part of Austria’s broader Zielnetz 2040+ railway strategy.

At the same time, the historic mountain railway line between Gloggnitz and Mürzzuschlag will undergo modernization works that will complement the new tunnel and are expected to be completed before the end of the decade.

Although the overall budget remains unchanged, some projects will be rescheduled over longer timeframes. ÖBB management stresses that this does not mean project cancellations but rather a reallocation of resources to maximize network benefits.

ÖBB CEO Andreas Matthä stated that all projects already under construction will be completed. Priority will be given to investments that deliver the greatest improvements in network capacity and operational efficiency.

One example is the modernization of the Nordbahn corridor, where adjustments to the construction schedule are expected to reduce costs while allowing parts of the line to enter service earlier than originally planned.

Industry experts note that maintaining such substantial railway investments strengthens Austria’s role as a key transportation hub in Central Europe. The development of international freight corridors, network digitalization, and modernization of railway infrastructure are expected to improve the competitiveness of rail transport as demand grows for more sustainable and efficient logistics solutions.
