Ukraine Launches Online Customs Value Analysis Service

New Tool Appears in the Customs Portal

The State Customs Service of Ukraine has launched a digital tool called “Analysis of the Customs Value Level of Goods.”

The service is intended for importers, declarants, customs brokers and other participants in foreign trade.

It is available through the personal account on the Ukrainian customs portal. Users can open the tool through this direct link. An official description is available on the State Customs Service website.

The system provides statistical information about the customs values of goods previously cleared by Ukrainian customs authorities. Results are presented through a visual distribution histogram.

Users Can Configure the Data Sample

To generate a sample, the user selects a commodity code under Ukraine’s Classification of Goods for Foreign Economic Activity, known as UKT ZED.

The search can also be filtered by customs-clearance period, country of origin, clearance status and the unit used to measure value.

Values may be displayed per kilogram or per an additional unit when one is established for the relevant commodity.

Users can also enter part of the product description, helping them exclude goods that share a code but differ in model, material, function or technical characteristics.

Histogram Shows the Value Range

The service’s central feature is a histogram showing the distribution of customs values.

A company can see where most previously declared values were concentrated, how frequently unusually low or high figures occurred and whether its transaction differs significantly from the broader data sample.

This format is more practical than a long table of figures because it allows the importer to identify the main range quickly.

The result should not, however, be interpreted as a mandatory or officially recommended customs value.

The value of a specific shipment depends on its contractual terms, product characteristics, quantity, origin, transport costs, insurance and other commercial circumstances.

Results Are Separated by Valuation Method

The platform separately displays values according to the method used to determine customs value.

This allows companies to assess whether similar goods were normally cleared using the transaction-value method or whether alternative methods were applied.

The distinction is important because identical final values can be calculated on different legal and commercial grounds.

Importers need to understand both the amount and the method used to establish and support it.

Analysis Is Available Before Declaration Submission

One of the main benefits is that the service can be used before customs clearance begins.

An importer or broker can compare the transaction price in its contract and invoice with the statistical range for similar products.

When the declared value differs substantially from the main sample, the company can prepare additional explanations in advance.

Supporting materials may include contracts, specifications, payment records, export declarations, manufacturer price lists and documents covering transport or insurance costs.

The customs authority expects the service to improve document preparation and reduce disputes during valuation control.

The Tool Improves Predictability

Uncertainty over whether a declared value will be accepted without further questions remains a significant issue for importers.

The new service does not guarantee automatic approval, but it provides statistical context before the declaration is submitted.

A compliant company can evaluate whether its figures are broadly consistent with previous clearances and prepare for questions when they are not.

According to the State Customs Service, the tool should improve transparency, document quality and the predictability of customs controls for legitimate businesses.

Commodity Classification Remains Essential

The accuracy of the analysis depends directly on the commodity code selected by the user.

An incorrect UKT ZED code will produce data for another category and make the comparison unreliable.

Products that appear similar may fall under different classifications because of their composition, function, processing level or technical characteristics.

Ukraine has therefore also introduced an AI-based commodity classification service. Its official description is available on the customs authority’s website.

Artificial Intelligence Suggests a Commodity Code

Users can enter a product description and attach photographs, technical documentation, catalogues or other supporting materials.

The system analyses UKT ZED provisions and explanatory notes, previous Ukrainian classification decisions and the European Union’s Binding Tariff Information database.

When the available information is insufficient, it generates additional questions.

The result includes the most likely code, a detailed explanation and references to the documents and decisions used during the analysis.

The customs authority stresses that the AI recommendation does not replace a formal decision by customs. It is a preparatory tool designed to support classification and improve the quality of declarations.

Both Services Can Be Used Together

The classification tool and the customs-value service can form a single preparation process.

A company may first identify the most likely UKT ZED code and review the reasoning behind it.

The same code can then be used to generate a statistical value sample for similar goods.

When the range remains too broad, the user can refine the country of origin, time period, unit of measurement and product description.

More precise parameters generally produce a more relevant comparison.

The tools do not eliminate the role of customs specialists or brokers, but they provide additional information for checking declarations before submission.

The System Does Not Establish Minimum Prices

The statistics should not be treated as a list of mandatory minimum customs values.

The service reports information about past clearances rather than setting a price for future shipments.

Every declaration must still be assessed using the documents and circumstances of the individual transaction.

A value outside the common statistical range may lead to additional questions, but the difference alone does not prove that the declared information is incorrect.

For businesses, the service is therefore an early-warning and analytical tool rather than an automatic valuation decision.

Digitalization Can Reduce Clearance Delays

Customs-value disagreements can lead to requests for additional documents, delayed release and higher storage or vehicle-demurrage costs.

Preliminary analysis allows a company to identify potential issues before cargo reaches a terminal.

Importers have more time to verify commercial documents, improve the product description and obtain supporting materials from suppliers.

The service may be particularly useful to new importers that do not yet have their own history of previous declarations.

It can also help established companies assess new suppliers, origins and delivery terms.

Ukraine Is Building a Digital Customs Environment

The value-analysis platform continues the wider digital transformation of Ukraine’s customs administration.

The personal portal is gradually bringing together tools for commodity classification, statistical analysis and preparation for customs clearance.

For the government, better digital preparation may reduce errors and allow officers to focus on higher-risk transactions.

For businesses, it offers earlier identification of valuation and classification risks before goods arrive at the border.
