The report reviews China’s urban development achievements over the past decade and outlines priorities for future urbanization. It was prepared by the Ministry of Housing and Urban-Rural Development in cooperation with more than 40 government agencies.
According to the report, China’s urban population increased from 819 million to 954 million between 2016 and 2025, while the urbanization rate rose from 58.8% to 67.9%. By 2025, approximately 75% of the country’s population lived in its 19 largest urban agglomerations, which accounted for about 85% of national GDP.
The number of economically advanced cities has also grown significantly. China now has 29 cities with a GDP exceeding one trillion yuan, while the country has established itself as a global innovation hub, hosting 24 of the world’s top 100 science and technology clusters.
The report also highlights environmental progress. Authorities pointed to achievements in developing a low-carbon economy, strengthening environmental protection efforts, and improving urban resilience to natural disasters.
Looking ahead, China plans to focus on high-quality urban development, infrastructure modernization, and the creation of innovative, environmentally friendly, and livable smart cities designed to improve residents’ quality of life.
