European Countries Allocate Over €3 Million for Transport Recovery

At the Ukraine Recovery Conference (URC) 2026 in Gdańsk, four European countries announced their first financial contributions to the Ukraine Transport Recovery Fund, marking an important step in supporting the reconstruction of Ukraine’s transport infrastructure.

According to Ukraine’s Deputy Minister for Communities and Territories Development Serhii Derkach, the combined contributions exceed €3 million. The pledged amounts include:

  • Sweden — €1 million
  • Lithuania — €1 million
  • Norway — €1 million
  • Estonia — €100,000

The Transport Recovery Fund was formally established at the beginning of 2026, and these commitments represent the first major financial support received under the new international mechanism.

A Transparent Platform for Rebuilding Ukraine’s Transport System

Speaking during discussions on the implementation of the fund at URC 2026, Serhii Derkach emphasized that preliminary estimates place the damage to Ukraine’s transport infrastructure at approximately $80 billion.

According to the deputy minister, rebuilding infrastructure on such a scale cannot be financed by the Ukrainian state budget or international aid alone. Instead, it requires close cooperation between Ukraine, international partners, financial institutions, and private businesses.

All donor contributions will be transferred to a dedicated account in Lithuania, which will coordinate implementation through the country’s Central Project Management Agency (CPMA). The agency will manage procurement procedures and oversee project implementation on behalf of the participating donor countries.

Funding Will Cover All Transport Sectors

The fund has been designed as a flexible financing instrument capable of supporting a broad range of transport-related projects.

Eligible investments include road, railway, maritime, and aviation equipment, public transport modernization, logistics infrastructure, transport services, engineering works, and professional training programs for transport specialists.

According to Serhii Derkach, one of the fund’s key advantages is its transparent governance model. Ukraine will determine reconstruction priorities while projects will be implemented under internationally recognized procurement standards and oversight procedures.

Officials also stress that the initiative is not only about restoring damaged infrastructure but also about introducing modern transport solutions tailored to Ukraine’s future integration into the European transport network.

Earlier, Deputy Minister Serhii Derkach addressed the Transport Investment Summit in Thessaloniki, where he described Ukraine’s reconstruction as an opportunity to rethink Europe’s connectivity with the Black Sea region. He called on international investors to become involved in transport infrastructure projects already at the current stage of reconstruction.
